Express Entry Canada
Express Entry is the online system IRCC uses to manage applications from skilled workers who want to become permanent residents of Canada. For many candidates, the Provincial Nominee Program is the missing bridge between a good profile and a realistic invitation.
What it is
Express Entry is not a separate immigration program by itself. It is the system that manages candidate profiles and invitations for key skilled-worker programs.
How ranking works
Candidates in the pool are ranked using the Comprehensive Ranking System, commonly called CRS.
Why draws matter
Invitation rounds show the program or category, number of invitations, CRS cut-off, and tie-breaking rule for recent draws.
PNP advantage
An Express Entry-aligned provincial nomination adds 600 CRS points, which can move a candidate from waiting to invited.

Apply for permanent residence
Invited candidates submit the complete permanent residence application before the deadline in their invitation.
Provincial Nominee Program
PNP is how a province says: we need people like you here.
Many candidates only look at CRS scores and get discouraged. PNP changes the question. Instead of asking, "Is my score high enough for Canada overall?", ask, "Which province actually needs my skills, my job offer, my language ability, or my local connection?"

The Provincial Nominee Program lets participating provinces and territories nominate people with skills, education, work experience, and a genuine plan to live there.
Why it matters
A nomination can change your CRS story
If the nomination is connected to Express Entry, it adds 600 CRS points, which can make an invitation to apply much more likely.

Province first, IRCC final
The province or territory decides whether to nominate you. IRCC still makes the final permanent residence decision, including admissibility checks.

Two PNP doors, different timelines
Enhanced PNP through Express Entry
You qualify for an Express Entry-managed federal program and a provincial stream. If nominated, the province links the nomination to your Express Entry profile.
Best for
Candidates who already have strong language scores, education, skilled work experience, and a province that wants their occupation or local connection.
Base PNP outside Express Entry
You qualify for a provincial stream but not necessarily an Express Entry-managed program. You apply for permanent residence through the non-Express Entry PNP process after nomination.
Best for
Candidates whose best route is employer-driven, regional, graduate-focused, semi-skilled, entrepreneur, or otherwise outside Express Entry.

Provinces move quickly when they have limited spaces. If a stream opens or a province sends a notification of interest, the candidates who are ready with documents, test results, and accurate work history have the advantage.

Quick answers before you choose a province
Do I need a job offer for PNP?
Sometimes. Some streams are employer-driven and require a job offer; others search the Express Entry pool for candidates with target occupations, language ability, work experience, local ties, or sector priorities.
Can I apply to every province?
You should not treat PNP like a lottery. A nomination is based on a real intention to live in the province or territory that nominates you, plus the specific stream criteria.
Is a PNP nomination the same as permanent residence?
No. A nomination is a powerful step, but IRCC still decides your permanent residence application and checks documents, medicals, criminality, security, and admissibility.
Why do PNP draws sometimes have lower CRS cut-offs?
PNP candidates already have the extra 600 CRS points from nomination, so PNP-specific Express Entry rounds often show very high CRS cut-offs compared with general or category-based rounds.
